Money given to the things to God and the work of God isn't a "legal obligation", however a heart that is in love with the Lord and getting His Gospel out to the world will not be content with NOT using (and giving) their resources toward that end. So many people are sitting in the "grace, grace!" position of "I don't HAVE to give any tithes!" that their home fellowships are trying to get the gospel out on budgets that make even the California Teacher's Association laugh. In short, rather than looking at Jesus' miracle of the "five loaves and two small fish" as something He did as the "exception" and not the "norm", they let their cash rule their hearts and expect Him to "replay that miracle every Sunday". Perhaps this is why He has allowed the economic hardships He has these days, to let people see where exactly their hearts are at in regards to mammon.
