You see, the whole point of "tax exempt" status for churches is to allow them to "give to God that which is God's", and not hinder them from spending the money people give to the work of the ministry on taxes to the government. However, if everyone in the Church (big "C", meaning the Bride of Christ, not a denomination) was actively giving of their money to the work of the ministry, not only would every ministry be able to afford all the outreach they desire to do, but they'd also be able to pay those taxes as well (which many people consider "better" than the restrictions being a 501(c)3 "corporation" impose upon ministries) and still be able to operate without debt. But unfortunately, because we'd rather spend our money on foo-foo-lattes, nicer cars and houses with so much space we have rooms we don't even walk through during a normal week than on the practical costs of the work of the ministry (even "just gas" ain't free, you know?), we force our fellowships to try and figure out how to do what they're supposed to be doing without any resources to do them.
